Managers Selection Committee

In order to assist the Executive Board in the task of screening portfolio management companies, a Manager Selection Committee (CSG), as provided for in the regulations governing the FRR, was set up in July 2003.

The Manager Selection Committee carries out its responsibilities with all the independence and care required by the missions entrusted to it. Its members are subject to ethical rules arising from their functions.

Article R 135-27 of the Social Security Code provides for the creation of a Manager Selection Committee responsible for examining and analysing the bids submitted by management companies competing for the award of FRR management mandates. This Committee is also consulted by the Executive Board on the specifications for calls for tenders.

It receives reports on the execution of the mandates referred to in the same article.

This committee is composed of four independent members subject to ethical rules arising from their functions.

CSG Members

The Manager Selection Committee was officially set up on 2 July 2003 and renewed every 3 years. In addition to its president, the CSG is composed of four qualified individuals appointed by the Executive Board. The President of the Manager Selection Committee is a member of the FRR Executive Board, other than the Chairman of the Executive Board.

The four qualified individuals composing the CSG are:

Anne Courrier

CSG Member

Anne Courrier has spent her entire career in asset management: as a portfolio manager then as head of management companies (BDF Gestion, Fédéris Gestion d'actifs), or as investment director at institutional investors (Fonds de Réserve pour les Retraites, Malakoff-Humanis, Groupe VYV). She now focuses, within the VYV group, on topics related to SRI and sustainable and impact finance. She also holds several board positions, for a mutual company specializing in retirement and several companies in the health and care sector.

Catherine Guinefort

CSG Member

Catherine Guinefort held several positions at Paribas Asset Management then at BNP Paribas Asset Management between 1988 and 2008 (1988-2005: head of European equity management, 2005-2008: in charge of Socially Responsible Investments), previously in various financial groups. Catherine began her career at the Commissariat Général du Plan. Since late 2008, she has held, on behalf of the Comité de la Charte, a voluntary auditor position at the Institut Pasteur.

Patrick Savadoux

CSG Member

Patrick Savadoux spent most of his career as a portfolio manager in various financial institutions (Crédit Agricole, Caisse des dépôts, Mandarine gestion). During his career, he specialized in socially responsible and solidarity-based investment where he launched and managed the very first fund of this type in 1994. He also serves as Vice-President of the Finansol Association (a collective bringing together all stakeholders in the solidarity economy).

Louis Pestel

CSG Member

Graduate of a leading business school (IPAG), senior consultant at insti7 since October 2010. After an initial experience as a foreign exchange trader at Deutsche Bank in Paris, Louis Pestel joined Lazard frères banque to develop capital markets activities. In this capacity, for 15 years he developed a multi-currency quotation activity and managed the financial needs of the Lazard group. When the management company was created, he took charge of international bond management, then from the 2000s, responsibility for fixed income, currency and convertible management at Lazard Frères Gestion. In 2010, he joined the insti7 consultancy as a senior consultant for institutional investors, advising on asset allocation within the specific liability constraints of each institution.

Currently, the committee is chaired by Adrien Perret, member of the FRR Executive Board.
